Congressional District 5 - Updated 2013 (MI-05)

2014 Update:
GOP is running Allen Hardwick (R-Ypsilanti) and Tom Whitmire (R-Flushing) to challenge Dan Kildee. While you don't have to live in the district to run for Congress, I think it's real bad form to run for a seat 50 miles from where you live. That would be like me running in Levin's seat.

This district is a real tough go anyway and it will take a Bill Jefferson or Dan Rostenkowski situation to win this district.

This district is mostly a blue sink with some bridges and county split avoidances. Like the 2002 similar district, Genesee County is kept whole while Saginaw County is split. Bay County is made whole this time along with marginal swing counties of Iosco and Arenac which the mapmakers wanted to take away from Benishek. Tuscola County was split some as Candice Miller needed to take more of the thumb as Levin’s district expanded.

Genesee County dominates the district. It’s either the 2nd or 3rd most Democrat county in the state in any given year. That’s due to Flint along with most of its suburbs which are also blue. The bluest parts of Saginaw County are also in this district, as is the more moderate but yellow dog Bay County. Tuscola County is the bridge between Saginaw and Genesee as Birch Run was put in Camp’s district to give him Frankenmuth.

This is a safe D district, and you’ll see how safe it is, despite Dale Kildee’s (Dan’s uncle) scare in the wave year. Between Flint, Saginaw, Bay City, Mount Morris, and Buena Vista, it would take the perfect storm to win.

For the map, I’ll use the same color code, except that I’ll replace the black with dark blue for 70% d areas.

Iosco and Arenac are somewhat similar swing counties. Iosco is more apt to go Republican, although Romney won Arenac, something Bush was unable to do (lost by 5 votes in 04). These are populist counties which prefer Joel Sheltrown or Jim Barcia democrats compared to national democrats. Most of Iosco County is a swing area, although the GOP is strong in Alabaster Twp and Tawas while the dems are strong in Au Sable, Whittemore/Burleigh Twp, and Grant Twp. Arenac is mostly swing as well, but Adams Twp is a deep red island in an otherwise competitive area.  Deep River Twp (Sterling), Arenac Twp/Omer, and Standish Twp (east of Standish) are strong dem areas, usually stronger than in 2012.

Bay County is a yellow dog county most of the time. It’s competitive outside of the city area itself, but outside of 2012, the dems usually win that too. Pinconning, Fraser Twp, and Hampton Twp are usually much more dem than they were in 2012. Those are often 55%+. Bay City is the big dem stronghold. It was again 60%+ in 2012. Romney held the dems to 52.22%. I think we are slowly gaining some ground here. Kerry had 54% and Obama 08 had 56.75%

South of there is part of Saginaw County. Most of the county is in the 4th, but the major dem parts are here. Blumfield Twp is 70%R and similar to Frankenmuth in voting, and Saginaw Twp can go either way overall, but leans slightly R. That’s the mix of precincts west of the city. Saginaw itself is just getting worse by percentage as whites leave town. 74.02% Kerry to 79.80% Obama to 81.01% Obama. Romney had 400 less votes than McCain. Obama had a 1000 less vote spread anyway, but that’s what makes the county go blue. Bridgeport and Carrolton are going to be more and more trouble as well with migration. Buena Vista Twp is black majority and an extension of East Saginaw.

East of there is a small part of Tuscola County mostly as a bridge to Genesee County so Camp could get Frankenmuth. There’s some strong GOP townships there, as well as dem Arbela twp.

Genesee County shows the story of this district. Flint is 89.03% Democrat now, up from 83.07% in 04 and even 88.13% in 08. Flint Twp just broke 70% D and is going to soon be another Mt Morris Twp (79.69%) due to migration. Romney had less votes countywide than McCain. Most of the light blue areas are just that. Blue. Flushing, Gaines, and Clayton Townships are winnable. Bush won it. Grand Blanc may be gone with migration, but I wouldn’t give up on it just yet. We’re bleeding badly in Davison. Obama broke 60% there which he didn’t do in 08. In this county, the key is to get what we can and win the Southern part of the County. Fenton, Linden, Argentine, Atlas Twp, and hopefully still Grand Blanc. Flushing is another major area. We also need to stop the bleeding in Davison (Michael Moore’s homeown).

Hopefully some more ground can be made up here with the auto bailout being less of an issue with Obama gone. Bush got this district under 60% Dem and in order to win statewide, that needs to be done again.

Jim Slezak switches parties and runs for Congress (MI-05)

I think this will be a longshot, but not impossible to pick up if we catch a few major breaks. Here's the new 5th district. It's about the same as the old district in partisan makeup. It would take some major breaks. This district is about on par with the Scott Brown's senate race in partisan makeup. It would be about 3 points harder than the Bob Turner race in New York city. The democrats have held this district since the infamous Keating 5's Don Riegle was the rep. The old Jim Barcia district based in Bay City before merging in 2002 has been democrat since Bob Traxler has a similar district in the 70's and 80's.

Jim Slezak switching surprises me based on the partisan makeup of this district, although he was probably not all that popular with the establishment democrats there taking out Hammel in the primary.

GENESEE COUNTY, Michigan — Former state Rep. Jim Slezak said he's confident of receiving support when he runs as a Republican in 2012 for U.S. Rep. Dale Kildee's seat, and the county's party chairwoman agrees.

“I looked at the priorities of the national Democrats and the president. There hasn’t been any real leadership right now or vision of the problems Michigan, and especially Flint, is facing,” he said of his decision to change parties.

“In the past, even now and in the future, I am willing to work for everyone. I am not going to work for one person and not another. I don’t think we’re doing that right now.”

Slezak, a 45-year-old Davison Townshi resident, said he mulled over the decision with his wife and family before making the switch.

He won the 50th District state House seat in 2008, but Slezak was defeated during the August 2010 Democratic primary by Burton Mayor Paula Zelenko for the 26th District state Sentate position which was later won by Republican Dave Robertson.

I don't know if Slezak will get past the GOP primary, but even if he does, this district is a longshot. Even in 2010, Dale Kildee received slightly over 53%, winning by almost 18,000 votes (with 6000 going to 3rd parties). The top of the ticket is normally close to 60%.

Any GOP nominee would have to have to run the table to win here. It would take a year like 1994 or 2010 AND there needs to be some fallout from the primary on the democrats. The nominee would have to be an unacceptable candidate. The names I'm hearing right now for the dems are Jim Barcia or Dan Kildee (nephew of Dale?). Kildee has won countywide for smaller offices. Barcia is a congressman who runs ahead of the ticket. Barcia would probably win this district easily. Kildee would probably have to deal with some nepotism claims, but does have some record of his own. He'd be tough to beat. I'd like to see two or three more democrats run in and muck this thing up. That could give whoever the GOP nominee is an opening for a Scott Brown type of upset. If someone who is a poor campaigner, uberleftist on social issues and is elitist, and/or has a bunch of scandals squeaks with the nomination, there's a chance. Hopefully Don Williamson runs.

It will be an interesting primary, to see what happens. My money is on the dems, but people can beat themselves in districts like this. Don Sherwood did it for the GOP. Dan Rostenkowski did it in a more democrat district than this back in 94.

Dale Kildee to retire

Washington— Longtime education champion Rep. Dale Kildee, D-Flint, announced this afternoon he is retiring from Congress.

The 81-year-old congressman, first elected to the House in 1976, said in an interview with The Detroit News his wife, Gayle, had persuaded him to retire and spend more time with his three children and 10 grandchildren.

"It's time," he said.

"I've been here 35 years, and you hear an inner voice. I'm still in good health, but you get a feeling it's time for someone else to come in and make their contribution," he added.

His nephew Dan Kildee, a former Genesee County treasurer, is among those likely interested in the seat. The congressman said he isn't ready to endorse, but added, "I'm sure you can probably guess my leanings."

Kildee represents Michigan's largely Democratic 5th Congressional District, which is in the Saginaw Bay area of the Thumb.

The new 5th District still has strong dem leanings, although anything can happen in an open seat. There is a large farm club of potential candidates. Dan Kildee is Dale's nephew and has been rumored to want to replace his uncle. Jim Barcia's an ex-congressman who won a district similar to the the new 5th north of Flint. John and Deb Cherry, as well as John Gleason run well in the suburbs.

On the GOP side, John Kupiec gave Dale Kildee his toughest race since Kildee had part of North Oakland in his district. If there's a nasty primary on the dem side, this could get interesting. Woodrow Stanley is a state rep.....and a recalled mayor. Don Williamson resigned rather than face a recall. If those two try to make a comeback and win a primary, either of them can be beat. This district tends to range between 55%-62% dem, not the 80% like Carolyn Kilpatrick's district.

In short, I think the chances for an upset here will depend on the candidates. I wouldn't be surprised if there's an attempt by dem leaders to try and anoint a candidate (Dan Kildee? Cherry?), but that doesn't always work out the way it is expected.

Congressional District 5 - Redistricted (MI-05)

Update -5-16-2012 - The dems caught a break here by having no primary. With the wrong candidate for them, this could end up have been a competitive race with a party switching labor-moderate like Slezak. I was hoping that Don Williamson or Woodrow Stanley would have filed. Kildee is Dale's nephew, but like in Bill Rogers case in HD-66/(now HD-42) had some elective experience of his own as Genesee County treasurer.

This district had to expand due to population losses. It is now largely a combination of the old 5th District, along with most of the 1990's era Jim Barcia district. In fact, Barcia will likely have an easy win in this district if he runs for it when Kildee steps down. Kildee will be 83 years old at the next election.

The only thing Kildee loses here is a small part of Tuscola County in the thumb, which is added to Candice Miller's district. Miller has most of the thumb already. Kildee takes from Benishek the slightly democrat leaning areas of Northern Bay County, Iosco County, and Arenac County. Those areas are open to voting for any party candidate. They are social conservative (pro-life, pro 2nd Amendment) areas, but also support labor. Many are UAW retirees, UAW commuters, or corrections workers. A lot of the democrats who win there are Jim Barcia types, not Ann Arbor types.

The partisan numbers here are about the same. Kildee lost Tuscola County bad in 2010, and nearly lost Bay County. Tuscola County is competitive, but sometimes goes big for Republicans. A democrat getting less than 50% in Bay County (including 3rd party votes) is an aberration that can't be counted on. It does show strength for John Kupiec, beyond his home area (Fenton/Grand Blanc). Some Republicans have done very well here on the state level winning districts multiple times that they shouldn't have won on paper. Joel Gougeon countywide in Bay County, and Mike Gocshka countywide in Saginaw County.

The old spread was about 58000 for Bush and 95000 for Obama. The new spread was about 61000 for Kerry and about 101000 for Obama.

Here's the numbers. Genesee County is still the base of this district.
