Emmet County is a base county for the GOP in most cases. The main exception is Bart Stupak who runs far ahead of the democrat ticket (and Carl Levin who was for the most part uncontested). It is extremely pro-NRA, and Walt North found out the hard way after voting against a mourning dove bill. That gave Gary McDowell an NRA endorsement and North an F rating by them. The result was North running 17% lower than his 1998 totals, and McDowell running 22% higher than his 2002 totals. McDowell won his other counties and defeated North. President Bush easily carried Emmet County, although his margins slipped in the “rich” areas of the county.

The GOP has a very good candidate out of this county for the Rep race and will likely knock off McDowell who didn't support the Mackinaw Bridge when MDOT tried to take it over. The Conressional numbers here reflect poor candidates on the GOP side. McManus beat Stupak here. Yob on the other hand lost.

There's two districts I think are ripe for a takeover and this is one of them. Bush carried the district with 57%. Even accounting for the "Bush democrats", that's still a big advantage.
