I am unable to find the township information or the maps for the county commissioner districts.
1998 was an abberation year for the GOP with Fieger at the top of the ticket for the democrats. However, Engler couldn't sweep the dems in Arenac County, losing Arenac Township, Deep River Township, Omer, and Standish Township. Those are also the most democrat areas in the county. All of them are in the Southern area of the county.

The old 5th District in Congress was represented by Jim Barcia. It covered Alcona, Arenac, Bay, Huron, Iosco, Sanilac, Tuscola, and parts of Lapeer, Saginaw, and Genesee Counties. It was eliminated in the 2002 redistricting split three ways with the current UP based 1st (Stupak), Saginaw based 5th (Kildee), and Thumb/Macomb based 10th (Miller) districts.

The State Senate race (34th) was the shocker here. Joel Gougeon won a tough state senate district including Bay City, and was the extremely rare republican who wins in Bay County. He could not win Arenac County however. Tom Alley won it easily, although he was likely a local from a neighboring county in the same rep district as he had a West Branch address. The old district covered Arenac, Bay, Huron Ogemaw, and Tuscola counties. It may have been the 2nd most democrat district held by a Republican under the pre 2002 redistricting behind Bennett's Wayne County district.

The state rep district (103rd) was open with Alley's senate run. Dale Sheltrown won the district now held by his brother Joel. Redistricting changed this district dramaticaly. The old district covered Arenac, Gladwin, Iosco, and Ogemaw Counties and was a swing district on paper. Sheltrown had no problem with it outside of his fairly close district wide win in 98.

The 31st district is quite similar to the old 34th district. It covers Arenac, Bay, Huron, Sanilac, and Tuscola Counties. Mike Green is a good guy and would have been a strong candidate for the Republicans in an open seat, except Jim Barcia decided to go back to Lansing instead of running against Dale Kildee. That ended this race. Green was thrown to the wolves, and Barcia is the most popular democrat in the area.

The 97th District covers Arenac, Clare, Gladwin, and part of Northern Bay County. It was intended to be a Republican district, but I think Lansing insiders have a very poor understanding of North Michigan (Clare County especially which was the target with this district). All those counties vote for democrats at least as often as they do for Republicans. They like social conservative democrats. The Republicans luckily caught lightning in 04 here due to a bad blunder which I'll get back to later. It was a close race in 2002 as well, but Jennifer Elkins beat David Coker by 343 votes. The margin in the county was 116 votes.

Jennifer Elkins made a fatal mistake for re-election. She voted against a gay marriage ban. She also had that support of pro-abortion groups. Two strikes up there. This is a case of needing to know your constituents. This is a conservative district on social issues, and John Kerry being at the top of the ticket is not going to help much. The state workers here are also more republican in a presidential year than in a gubernatorial year. Tim Moore won Arenac County by 152 votes. He won the district by less than 1300 votes.

Arenac County will be very important in 2010 and 2012. It's a competitive county that will matter in close elections, and two open seats have this county. Barcia is termed out in a competitive seat, as is Tim Moore. Those two seats could be won by either party. Arenac County has democrat leanings, but it is winnable by Republicans, as Tim Moore showed.
